\nThis paper analyzed the processes of Sapporo (Winter) Olympics and urban regeneration in the Strategies of High?Growth and Low?Growth Period. The 1972 Olympics were recognized as a tool of regional development (Hokkaido) in third phase. Japan government invested the huge capital, redevelopment for Olympics were on sports facilities and urban infrastructure like airports, main railway station, roads and rapid transit system. As Sapporo City has expanded the scale of urban core city in metropolitan areas, the whole area of Hokkaido declined in regional development. While the 1972 Olympics were the \u2018making\u2019 type such as infrastructure and facility maintenance, the 2026 Olympics were the \u2018connecting\u2019 type to harmonize with the nature as the mature city. A recent survey shows that there was strong concerns about the financial situation rather than the economic effects of the Olympics. The total expenditure for hosting Sapporo’s second Olympics has exceeded half of the city’s one?year budget. This study examined the possibility and limitation of urban regeneration in the mid?2000s of the low?growth period through the Analysis of hosting Sapporo Olympics in 2026.<\/div>\n<\/div>\n
